Using Paint.NET

In this picture, I duplicated the image to make a copy of the layer. I used eraser to erase the parts I wanted to be colored.

In this picture, I made 5 layers: the Earth, the Lamborghini, the Stickman and the textbox. I edited each layer and combined them all.
